Flavio Antonio Coimbra Mendonca


Dr. Flavio A. C. Mendonca is an associate professor and researcher in the Aeronautical Science Department. Before joining Embry-Riddle, he was an assistant professor at Purdue University. His work focuses on teaching undergraduate courses in Crew Resource Management and flight safety and conducting research in aviation safety and operations.

Dr. Mendonca is a retired officer of the Brazilian Air Force (1986–2014), where he served as a pilot and Flight Safety Officer. During his nearly 14 years with the Brazilian Aeronautical Accidents Investigation and Prevention Center (CENIPA), he held the role of Investigator-in-Charge for numerous aircraft accidents and serious incidents involving Part 121 and Part 135 operators, as well as military aircraft. Additionally, he contributed his expertise to the International Civil Aviation Organization (ICAO) Safety Management Panel, acting as an advisor during the development of the first edition of ICAO Annex 19 – Safety Management.

Dr. Mendonca holds a Brazilian Airline Transport Pilot License with ratings for single and multiengine aircraft, the Learjet 30 and the Embraer 110. He is also a certified Brazilian flight instructor with ratings for airplane single- and multiengine operations and instrument flying. His FAA certifications include a Private Pilot Certificate with single- and multiengine ratings, a Commercial Pilot Certificate with a single-engine rating, and an Advanced Ground Instructor certificate. With over 30 years of aviation experience, he has logged approximately 4,000 flight hours.

Dr. Mendonca earned his Ph.D. from Purdue University’s School of Aviation and Transportation Technology (2017), a master’s degree in aviation safety from the University of Central Missouri (2009) and a bachelor’s degree in aviation management from the Brazilian Air Force Academy (1989).

His research interests span aircraft accident investigation, human factors, safety management systems, wildlife hazards to aviation and competency-based education. Recently, his work has focused on managing wildlife hazards to aviation and addressing fatigue in Part 141 collegiate aviation programs. Dr. Mendonca has authored or co-authored over 41 peer-reviewed journal articles and more than 50 conference proceedings. Additionally, he produced numerous technical reports on aviation safety and accident investigations during his tenure with CENIPA, though some of these contain proprietary data and remain unpublished.
