Joel Baker retired after 17-years as a Department of War Civilian. His most recent position was as a Security Specialist for the United States Army Intelligence and Security Command. He is also a retired Air Force Lieutenant Colonel. Mr. Baker's 26-year Air Force career was spent as an intelligence officer, intercontinental ballistic missile combat crew commander, target intelligence (targeting) officer and security officer.

Mr. Baker's intelligence experience while in the Air Force was as a Target Intelligence Officer for the Defense Intelligence Agency, the Chief of Intelligence for a NATO Tactical Air Force, the Chief of Nuclear Targeting at NATO Headquarters (SHAPE) and the Chief of Targets, United States Central Command. He saw the world, living in Udorn, Thailand; Fayetteville, North Carolina; Frankfurt, Germany; Little Rock, Arkansas; Omaha, Nebraska; Washington, DC; Izmir, Turkey; Mons, Belgium and Tampa, Florida. Following his Air Force retirement, Mr. Baker worked in government service in Washington, DC; Dayton, Ohio; Montgomery, Alabama; Fayetteville, North Carolina and Alexandria, Virginia.

Mr. Baker earned his Bachelor of Arts degree in English from The Citadel, The Military College of South Carolina. In 1977, he earned a Master of Arts degree in Management and Human Relations from Webster College and in 2005 a Master of Arts degree in Business and Organizational Security Management from Webster University.
