Dr. Parker is a focused and versatile (retired) Sr. military leader, program manager, and educator with more than 30 years of valuable experience in Global Supply Chain Management, Strategic Leadership, Transportation Management, Integrated Logistics, Purchasing, and Operational Streamlining. Dr. Parker made positive contributions at all levels of the Department of Defense (DoD) and Embry-Riddle Aeronautical University within the supply chain business environment. As a catalyst for successful business and technical solutions, Dr. Parker quickly analyzes complex educational and operational projects and offer results that consistently fulfill and exceed the expectations.

Dr. Parker currently teaches graduate level courses in both Masters in Logistics & Supply Chain Management and Masters in Leadership. Grade assignments, discussion posts, and examinations. Assess grades of the learners, collaborate with colleagues, and advise learners. Use all MS products (i.e., Word, PPT, Access, Excel), Air Force Education Management System, and I am highly effective at communicating in both the written and oral methods. Qualified on Canvas, Blackboard, and D2L Learning Management Systems. Finally, stay updated on innovation both within the learning management systems and the industries taught.

Dr. Parker previously served as an Education Services Specialist (Academic Counselor), where he provided military members and their families with information and counseling, and direction on educational programs and eligibility. Advise personnel on available Community College of the Air Force, Defense Activity for Non-Traditional Education Support, and the Air Force Advanced Institute of Distributive Learning. Maintain records of student attendance, involvement, and progress. Communicate with students outside of class to provide supplementary instruction. Participate in faculty meetings involving departmental updates. Advise students on how to be successful and achieve goals. Stay updated on innovations and changes within the education field. Design, develop, and manage a variety of educational forums and briefings at Creech Air Force Base, Nevada to enhance community capacity and thus assist serviced populations in improving work/life skills and knowledge of available resources. Use all MS products (i.e., Word, PPT, Access, Excel), Air Force Education Management System (AFEMS), and highly effective at communicating in both the written and oral methods.

Dr. Parker's core strength is his ability to transition educational strategy into reality. He is committed to flawless technology management and change management and have been acknowledged as an intuitive tactician and problem-solver with the talent and experience to deliver breakthrough success. Moreover, he is respected as a leader who inspires commitment, cooperation, and communication across diverse groups of skilled professionals and have contributed to the academic body of knowledge within the supply chain industry.

Teaching Philosophy: Dr. Parker believes all learners are unique, possess varying learning styles, and deserve an educational environment that stimulates their individual mental, emotional, physical, and intellectual growth.  As the Adjunct Professor, he provides a safe judgment-free environment where it is encouraged to share new ideas; while embracing and respecting differing viewpoints of others.  Dr. Parker knows it is his responsibility to create an atmosphere for all learners to reach their fullest intellectual potentials.  As the Adjunct Professor, Dr. Parker brings the positive attitude, open-mind, and high-expectations “to” the virtual classroom while seeking ways to incorporate cooperative learning, project-based learning, and individual work that challenges the learner and activates learning.

01 Jun 2018 – 31 Dec 2018 - 799th Air Base Squadron, SUPERINTENDENT - I provided leadership, management, and guidance in organizing, equipping, training, and mobilizing Airmen. Senior Enlisted Leader for base’s largest group of 1.5K military members; guidance proved key to theater level training exercises, security of $6.8B in real-property and prep for joint contingency response and international operations. I oversaw Airmen in Air Force specialties which include; communications, civil engineering, logistics planning, material management, emergency management, food services & lodging, and vehicle maintenance.

01 Jun 2017 - 31 May 2018 - 99th Logistics Readiness Squadron, SUPERINTENDENT  - I directed the flawless support for 144 distinguished visitors, 1.5K crews, and 12K tons of cargo.  I led seven installation exercises that included the completion of 420 air movements which forged joint bilateral relationships.  My supply chain management expertise proved critical to the $2M cargo warehouse mezzanine project and the staffing of 130 mechanics for the management of $165M vehicle fleet. I oversaw the tracking of $134K Central Billing Account, ensured 7K aircraft tickets and $2.9K/1.9K short tons of Arms, Ammunition & Explosives were delivered on target. My leadership led to the unit earning the Air Force Teredata Award, Air Combat Command's '17 American Petroleum Institute Award, and the '18 Air Combat Command's Region II John Hennessey selection.

01 Jun 2016 - 31 May 2017 - 99th Logistics Readiness Squadron, CHIEF ENLISTED MANAGER - Decisive Leader!  I stood up the Logistics Readiness Squadron University. Taught six courses more than 200 hrs of professional development provided to 506 enlisted personnel and 15 Company Grade Officers. Requested by name to craft the 99th Air Base Wing Commander's priorities!  I directed the first-ever Trade Industry Partnership Program initiative that launched more than eight site visits with industry leaders.  My leadership drove 25hrs of supply chain management techniques, tactics, and procedures delivered to 160 Airmen.  I drove the mission/vision rewrite which proved critical to leading 10K base personnel.  I led 12 Informed Decision Briefing for the Wing's Career Assistance Advisor that ensured more than 600 E4 - E6s were educated. 360 hrs of instruction was provided which led to more then a 90% reenlistment rate. I led the squadron through 15 Weapon Instructor Courses; integrated 118 units and 379 aircraft which led to 260 warfighters graduation as US Air Force's Top 1%.

01 Jun 2015 - 31 May 2016 - 36th Mission Support Group, SUPERINTENDENT - I led 1.5K joint personnel, synchronized the Air Force and the Department of the Navy Defenders quality of life programs.  I stood up the first-ever Mission Support Group University!  I instructed 200hrs of professional development over 6 months; identified by the Pacific Air Force's Unit Effectiveness Inspection team as a "Strength". Ignited Exercise Cope North and the Installation's Open House successes; 107 aircraft, 1.5K missions flown, with six nations.  I unified the 36th Wing's support to Diego Garcia a geographically separated unit.  My leadership of a 30 person team proved key to security of $603M War Readiness Materials.  Secured five 11th Air Force Service Professional Military Education positions; created base education campaign which maximized Senior Noncommissioned Officer's ability to leverage joint training talks.

12 May 2014 - 31 May 2015 - 36th Mission Support Group, SUPERINTENDENT - Contingency Response Group backfill for more than four months.  I was selected President of the Andersen Air Force Base, Chief's Group; led three enlisted seminars and six Airmen Leadership Panels.  I teamed with the Andersen AFB First Sergeants to feed 600 members during the dining facility closure. I led 448 members and $1B in wartime assets; directed 1K missions and oversaw $6,4B in base facilities and $140K quality of life improvements. I directed the island's largest typhoon recovery; led 1.4K personnel in support of 100 tons of debris cleared; the installation fully mission capable in less than 12hrs.  

02 Jun 2013 - 11 May 2014 - 554th Red Horse Squadron, CHIEF OF LOGISTICS - I led 45 Airmen across five Air Force Specialties in the performance of logistics planning, supply, emergency management, food services, and vehicle maintenance operations.  Coordinated with Air National Guard and the Air Force Reserves Command regarding the buildup of the Pacific Air Force's Regional Training Center project valued at $200M.  I managed $600K budget in support of the Pacific Air Force's 28 Unit Type Codes valued at $21M and the support of the largest vehicle fleet of 223 assets worth $37M. I oversaw the Pacific Air Forces only field feeding operation for 700 joint personnel a month and a 22 room contingency dorm. I partnered with the US Army Defense Task Force to facilitate on-site depot maintenance of a $14M compressor system; leadership averted 80 days of travel back to the mainland; saved the Department of Defense $1M in fees.
