Assistant Professor - Department of Applied Aviation Sciences, College of Aviation at Embry-Riddle Aeronautical University since Fall 2021. 

I have over 40-years of experience in Aviation and Safety, to include 29-years of service in the U.S. Army as a Senior Leader/Officer, Senior Safety Professional, Master Army Aviator, Instructor Pilot, and Helicopter Mechanic. As a Master Army Aviator, I was qualified as an Operations Director, Aviation Safety Director, and Instructor Pilot. Larry provided leadership, safety oversight, and training in numerous locations in the U.S. and throughout the world while on assignment, deployment, or temporary duty to include the Republic of South Korea, Egypt, Cyprus, Germany, Kosovo, Bosnia, Bulgaria, Poland, Kuwait, Lithuania, Latvia, Australia, and Iraq.

I also served at the home of Army Aviation, Fort Rucker, AL, in various capacities to include: Senior Training Advising & Counseling Officer, Aircrew Training Management Branch Chief, and as an Instructor Pilot at the U.S. Army’s Flight School. My last tactical assignment was as the Aviation Safety Director for the U.S. Army Europe & 7th Army Command (USAREUR), which encompassed 93 countries and territories including combat operations.

I culminated my military career in 2007 at the United States Army Combat Readiness Center (USACRC) & Safety Center as the Deputy Director, G-7 Training Directorate. The USACRC & Safety Center is the Army's venue for SMS, Safety & Occupational Health (S&OH) Career Program training, Aviation and Ground Safety training, Army-wide Safety Risk Management training, Accident Investigation training, and myriad web-based Combat Readiness University Online Distance Learning S&OH courses. As Director, Larry was the developer, and instructor for the Army’s Aviation Safety Officer Course, Aviation Safety Refresher Course, and Accident Investigation Course. I was the Senior Department of Army Centralized Accident Investigation (CAI) Board Recorder and deployed worldwide in order to conduct accident and human factors investigations on behalf of the Director, Army Safety (DASAF) and Commander, USACRC

I served for 10-years as the Vice President of Flight Operations & Safety, and then Company President in the largest privately-owned Critical Care Air Medical & Ground Medical Transport Service in the world. Our Air Medical Critical Care Medical Transport Services were 14 CFR Part 135 Operations that included helicopters and airplanes configured with state-of-the-art medical technology and staffed with highly trained and experienced pilots and critical care flight crew members. Our aircraft and flight crews were stationed throughout the U.S. at independent facilities or collocated with Hospital systems and performed life-saving intra and interstate interfaculty patient transports including trauma, heart, stroke, transplant, and high-risk pregnancies, and our helicopters were also capable of performing scene transports both day and using night vision systems.

My formal education includes a BS in Professional Aeronautics with a concentration in Aviation Safety from Embry-Riddle Aeronautical University (ERAU), a Master of Aviation Business Administration Degree from ERAU, a Master of Industrial Technology and Safety Management from Texas A & M University – Commerce, and I am currently pursuing a Doctor of Aviation (AvD) from the Florida Institute of Technology. I am a World Safety Organization – Certified Safety Executive (WSO-CSE), and a Certified Safety and Health Official (CSHO) – General Industry.

I am the President & CEO of LCB Aviation & Safety LLC, which I founded to provide consulting services as an SME in Military and Civil Aviation Operations, and Safety, Quality, Environment, and Occupational Health.

I am a YMCA Open Water Diver, Certified Personal Trainer, and CPR & AED Certified.

I am married to Natalia Tuguleva, and I have a Maltese named iPhone.
